From the introduction: "These rules have been compiled by wargamers in an attempt to create a flowing and successful fantasy wargame. They cover specifically the mythical world, Middle Earth, created by Professor J. R. R. Tolkien in his books The Hobbit, and trilogy, Lord of the Rings. Originating from a set of notes hastily written, these rules are the final result of the best part of a years research and playtesting. Most sets of rules designed to cover this facet of wargaming published previously have been modified from the Ancient Period. However these have been written exclusively for the Middle Earth wargamer. This is why they include an extensive section on morale and a unique and totally new system for the working of magic. The rules are for 20mm scale battles fought between the West and the forces of Mordor. Elements such as Saruman, Balrogs and Dragons have been omitted because they are superfluous for this type of battle and would only lengthen the rules."
