Players strive to build an empire in a competitive world market by collecting country cards, either by pick-up or by negotiation. When tabled, a country can be invested in by using money cards and defended using defend card. Power cards can be used to expand one's own empire, or diminish another player's empire. Only undefended countries can be attacked by power cards. Open negotiation to better one's position can lead to dealings with other players in order to expand each other's empires. The wealthiest player at the end of the game is the winner. Contents: Giant triangular box 104 cards (laminated disks) 6 Power planning mats (segments of a circle) 1 circular mat.
