Description

Utilizing a refined version of the basic system for War at Sea, The Kaiser's High Seas Fleet takes us back to World War I prior to the invention of Radar and no air power. This is a two player game in which one player represents the Central Powers consisting of Germany, Austria-Hungary and the Ottoman Empire. The other represents the Entente Powers consisting of Great Britain, France, Italy, and Russia. The USA is neutral until Turn 7, when it joins the Entente. Portugal and Greece are always neutral. Players will move and fight Dreadnoughts (Battleships) to seize and control ocean areas for victory. U-Boat campaigns are reflected by placing U-Boat counters for Victory Points. Pre-Dreadnoughts are included but their effectiveness is greatly reduced. There are no auxiliary ships. The objective is to score as many Victory Points (VP) as possible at the end of each turn. These are marked on the Victory Point Track (VPT) during the Area Control Phase. The player whose marker is on the track is ahead in points. At the end of the July/December 1918 turn, the player whose marker is showing wins the game. If the marker is at 0, the Entente Powers win but the Central Powers have gained a moral victory.
